Victim of Sexual Assault at Nursing Home Seeks Justice
Deborah Burden, a 55-year-old, recently witnessed her abuser on television. She saw several witnesses coming forward alleging the 84-year-old man had assaulted them during their stay at a nursing home. These stories have given her the strength to come forward with her own story of abuse at the hands of the same man.
Burden explained how she was a resident of Dells Nursing and Rehab facility when Elwood Moore sexually assaulted her. Moore was a husband to one of the facility’s residents, so he was a regular visitor at the facility. Allegations became clear when one employee witnessed him fondling a 92-year-old patient’s exposed breast. Sadly, the victim has severe Alzheimer’s, so she was unable to confirm the employee’s allegations. Moore had also been accused of a similar assault at the facility in 2015, but the victim was again suffering from dementia and unable to prove the assault occurred. Court documents for this case also revealed reports of abuse in 2014. When Burden heard of these women’s stories, she could no longer remain silent. She has shared her story with multiple news outlets, and she has reported the abuse to the State’s Attorney’s Office.

This case is extremely disturbing because Burden claimed she tried to speak out against the abuse. She told the Dells Nursing and Rehab employees and asked for Moore’s removal from the facility.
